I. TENDER DETAILS
The Organisation for Southern Cooperation (OSC) is seeking proposals from competent educational training agencies to support/ Assist the SEED team at OSC in the delivery of its two-month flagship training programme by availing educational experts in the specific areas defined in the TOR.
Lot 1: Delivery of a two-month flagship training programme by availing educational experts to provide training in the ENGLISH Language.
Lot 2: Delivery of a two-month flagship training programme by availing educational experts to provide training in English and FRENCH Language.
II. INSTRUCTION TO BIDDERS
- This RFP was launched for the purpose of establishing a 3-month contract with the educational training Agency for Lot 1 and a 6-month contract for Lot 2. The contract may be extended for an additional period, upon satisfactory performance, and the ongoing need for such services by the OSC.
- Training programmes will take place in 3 batches of 2 months duration beginning from April 2024 with one month break in between. Master Trainers will be required to stay in Addis Ababa (Ethiopia) during the training period.
- OSC may choose to cancel the agreement if deemed necessary.
- Lot 1: The delivery time of the supply shall be 1st April 2024.
- Lot 2: The delivery Timeline shall be 1st July 2024. OSC may terminate the contract if the supplier fails to deliver items within this period.
- Proposals based on the TOR are a mandatory requirement for this bid. Any bid without a proposal shall be rejected.
- Bidders can bid for either Lot 1 and/or Lot 2
III. SELECTION AND AWARD CRITERIA
The criteria for awarding contracts resulting from this Tender is based on ‘best value for money’. To all tenders OSC defines best value for money as:
The best value for money should not be equated with the lowest initial bid option. It requires an integrated assessment of technical, organizational, and pricing factors considering their relative importance (i.e., reliability, quality, experiences, and reputation, past performance, cost/fee realism, delivery time, reasonableness, need for standardization, and other criteria depending on the item to be procured).
For all bids deemed technically compliant as per Technical Weighting Criteria below also mentioned in the Terms of Reference, OSC will give a weighted combined technical and financial score. The weighted score will determine the contract award.
