Secretary-General highlights reparative justice at national forum in Brazil

On 10 November 2025, the Tribunal de Contas do Estado de Minas Gerais, through its TCE Cultural centre, had the honour of hosting the II Seminar on Reparations: A National Project in Belo Horizonte, Brazil.

As part of this pivotal forum, the event featured a live virtual address by the Secretary-General of the Organisation of Southern Cooperation (OSC), Manssour Bin Mussallam. The seminar brought together a distinguished group of authorities, researchers, and national and international leaders committed to reflecting upon and constructing pathways for historical and social reparations in Brazil.

In his keynote address, the Secretary-General delivered a powerful discourse on the moral imperative for reparative justice, the issue of illegitimate debt, and the urgent need to transform the global financial architecture. His intervention underscored the collective responsibility to address historical injustices and build a more equitable multilateralism, framing the pursuit of reparations as a foundational project for the nation and the wider Greater South.
