The OSC strengthens regional alliances in higher education

24 September 2025, Guatemala – In Guatemala City, the Secretary-General of the Organisation of Southern Cooperation (OSC), Manssour Bin Mussallam, took part in the “VII Meeting on Cooperation and Internationalisation”, organised by the Union of Universities of Latin America and the Caribbean (UDUALC)—an Associate Member of the OSC—in collaboration with the University of San Carlos of Guatemala.

His participation in the event consisted of delivering the lecture “Imagining Higher Education Cooperation: A Perspective from the Greater South” and taking part in the panel “University Internationalisation in Latin America, the Caribbean and the Greater South”. On this occasion, he exchanged views with Dr. Roberto Escalante, Secretary-General of UDUALC, and Dr. Carlos Alvarado, Secretary-General of the Central American Higher Education Council (CSUCA), under the moderation of Dr. Oruam Marichal.

Throughout his interventions, the OSC reaffirmed its vision of higher education as a driver of solidarity-based cooperation, equitable internationalisation, and the collective construction of a common future from the Greater South for all humanity.

On the margins of the meeting, the Secretary-General also held a fruitful bilateral meeting with Dr. Carlos Alvarado, Secretary-General of CSUCA. The discussions addressed the importance of strengthening regional cooperation in higher education by promoting academic exchange, student and faculty mobility, and the creation of joint initiatives that reinforce the shared vision of the Greater South in the university sphere.
